by the list on the fiscal cliff negotiations from capitol hill. first, harry reid and mitch mcconnell and then remarks from president obama at the white house. also, yesterday, senators carl levin john mccain of for their ideas for bypassing the bill buster to -- it would change the senate rules to assemble a majority vote. they spoke for about half an hour. [captioning performed by national captioning institute] [captions copyright national cable satellite corp. 2012] ok, sorry for the delay. we thought we had a vote, but there was no vote. senator mccain and i are part of a group of eight senators who have been working for about a month to come up with a proposal for our leaders and our conferences, which will hopefully overcome the gridlock that has so permeated the u.s. senate. the eight senators who have participated in this effort are myself, senator mccain, senator schumer, senator alexander, senator cardin, senator kyl, senator prior, and senator barasso. it is a bipartisan proposal, and we believe strongly we must reform the senate's procedures if it is going to do business m

, harry reid and mitch mcconnell. can they make a deal or can they do their jobs or is this just more political drama? >> we want an agreement. >> the count down is midnight. the start of a new year. >> we are going over the cliff because frankly i believe it's what the president wants. >> the american people are waiting for the ball to drop, but it's not going to be a good drop. >> but we have no takers. >> every republican, every democrat ought to be here. >> the phone never raining. >> they should negotiate a plan. they shouldn't have the mine are in plan, they should have the biglan. >> here we are five days from the new year, and we might finally start talking. >> the republicans are sitting there with a nuclear weapon. they have the debt ceiling coming up. they can use that as part of this negotiation. >> what is going on here? >> the president called me and probably called others last night. my impression is he would like to see if we can move forward. >> you can't legislate with yourself. >> the breaking news of the moment is that the house republican leadership is calling its

to not getting anything done. senate majority leader harry reid had this to say on the senate floor yesterday. >> months and months of talks between the president and boehner, both times boehner could not deliver because they refuse because of grover norquist to allow any tax revenues whatsoever. they cannot cross over the threshold that has been built by grover norquist. >> grover norquist joins us now exclusively here on cnbc. grover, we just heard you are the target of those comments, but did harry reid get it wrong, because i thought that your organization actually gave its blessing to boehner's plan "b." >> reid has it wrong on a number of levels. the first, of course, is that the pledge that many congressmen and senators have made to oppose tax increases is made to the people of their state, not to me. in fact, harry reid now has the republican senator joining him from nevada who won because he made that commitment. he took the pledge, and the democrat that harry reid supported attacked him for taking the pledge, and the people of nevada said we want a senator who will stand with us aga

, including that man, harry reid, the majority leader of the senate. we've been getting mixed signals. the biggest signal we got was regarding the house which is coming back to -- reconvening sunday night, and that brought the market back in a big way, but now we're hearing from mitch mcconnell and let's bring in eamon javers there on capitol hill, i mean, the rumor had been, a lot of traders talking here, eamon, that maybe there's a dell brewing between the president and the senate. that doesn't sound like anything is going on right now according to rich mcconnell. >> what we got was a facebook post from scott brown who said he was come back to washington and jumping on an airplane to review some new proposal from the president that they expected to get. the whole afternoon has been spent by reporters trying -- trying to figure out what was going on. now harry vaed responding to mcconnell so let's right to it. >> he's upset because, quote, the phone never rang. he complains i've not delivered solutions to the fiscal cliff. he's in error. we all know that in july of this year we passe

's court. harry reid tossed it right back. are we looking at another lost day in the negotiations? hitching a right on air force one, the new senator from hawaii and it's not what we expected it to be. here we go again. the president in washington and another deadline. secretary geithner warns we will hit the debt ceiling even before we tumble over the fiscal cliff. good morning from washington. it is thursday, december 27th. this is "the daily rundown." i'm luke russert. two days after christmas and washington is back to work trying to harsh out a deal to avoid the fiscal cliff. the senate will get back from the session after holiday break. the president is expected to arrive back to the white house without his family to get back to twork mework to meet the loo deadline. mike is at the white house. let's start with you. the consensus around the hill is that we are more likely than not to go over the fiscal cliff, but there is a small chance harry reid could take a house pass bill and amend it and send it back over to the house. what are you hear being that? >> conceivably, but when the pre

to compromise and i've been met with complete intransigence. >> an aide tells nbc news senator reid believes republicans should return to negotiating table and work with democrats that avoids the fiscal cliff all together. republicans should support passing a bill that extends tax cuts for families up to $250,000 and delays the so-called sequester while we negotiate additional policies next year. but the bottom line is moving forward will require cooperation from speaker boehner and senator mechanic connell. we hope they'll return from christmas ready to coop rate. >> well, you know, senator reid can try to fill that vacuum. but he controls one-half of one of the two bodies in congress. it still boils down to this dynamic that hasn't changed now for a year and a half. the democrats, and you've got to include reid and the president, are negotiating with a side led by john boehner who, despite whatever he may want to do himself, can't bring together his own team. he's being held hostage by his own kau cuss. now, i wrote this in the book i had about the last time we went through this a year and

harry reid's comments sent the dow into a tailspin. we have complete coverage in this developing story which is happening tonight as we speak. also, as supplies from the obama team, ep achieve lisa jackson stepping down. can the coal companies finally breathe a sigh of relief? guess what happened in britain when the uk banned handguns. the surprising result that could change the gun control debate. "the kudlow report" start ises right now. >>> the big news tonight, still the developments in washington on the fiscal cliff, eamon javers joins us with the details. >> good evening, meshel. capitol hill sources tell cnbc that congressional leaders are planning to go to the white house tomorrow to meet with president barack obama and it is not entirely clear at this point when that meeting will take place and details are still being hammered out and we saw today a blistering series of rhetorical jabs from one side to the other and it's not clear as a result of all that whether a deal can, in fact, get hammered out in the remaining time before new year's eve and take a listen to senate republ

on december 31st. senate majority leader harry reid is working to see if the scaled backpackage the president laid out last week can get through congress before monday. meantime, treasury secretary timothy geithner says the government will hit the debt ceiling on monday and he is launching an emergency plan to avert a crisis. amm eamon javers is live. what do we know? >> the president is coming back early, a couple days earlier than his vacation. did a little bit of jogging, working out in the gym over his vacation. now he will be,ing would out on this fiscal cliff. the senate is coming back and the house of representatives is going to have a conference call for all republicans later on today and then yesterday, we saw the secretary of the treasury, tim geithner, announced the $16.4 trillion debt limit is going to be reached by monday, that was a little bit surprising to people who haven't been following this kind of thing and raises the stakes for the fiscal cliff end game because the white house had wanted a debt ceiling deal as part of the overall deal here on the fiscal cliff. republicans

on firm financial footing. >> harris: a spokesman for john boehner fired back "senator reid should talk less and legislate more." and senate minority leader mcconnell saying we should have worked all this out months ago. >> and republicans aren't about to write a blank check or anything senate democrats put forward just because we find ourselves at the edge of the cliff. >> harris: tonight, that is exactly where we stand. at the edge of a cliff throwing blame for how you we got here. a lot of finger pointing and no answers as i said and just days remaining until tax increases and spending cuts all kick in and we all feel the pain. mike emanuel live with the news for us tonight on capitol hill. top democrats seem to be suggesting they cannot cut a deal without republican help. >> well, harris, that is right. and so they are asking what it will take to at least get some republican support. they say time is so critical. they cannot just roll out new legislation only to have the republicans reject it. we know president obama called the top four congressional leaders last night on his way b

few months, it has largely banned mitch mcconnell and harry reid who have trumped up something toward the end to avert shutdowns and the like. they together have averted a tax hike last december. it is an interesting fact that the senate, even though it is normally seen as the body that cannot get anything done, it has more bipartisanship right now, and there is more of an incentive for the senators to try to get something done. house members are more polarized. they are worried more about primaries than general elections. the best case scenario here is that the senate does craft a compromise that both parties can live with, and it is take it or leave it to the house right up until the deadline, and you figure enough democrats and republicans come together to send it across to the white house. >> stephen dennis, thank you so much for your time. >> absolutely. >> here are president obama's remarks from the white house earlier today. afterwards, we will hear from senators reid and mcconnell from the senate floor. [captions copyright national cable satellite corp. 2012] [captioning perfo

the senate's democratic majority leader harry reid and republican minority leader mitch mcconnell offered their takes on the meeting. >> we had a good meeting down at the white house. we are engaged in discussions, the majority leader, myself and the white house, in the hopes that we can come forward as early as sunday and have a recommendation that i can make to my conference and the majority leader can make to his conference. and so we'll be working hard to try to see if we can get there in the next 24 hours. and so i'm hopeful and optimistic. >> whatever we come up with is going to be imperfect. some people aren't going to like it. some people will like it less. but that's where we are. and i feel confident that we have an obligation to do the best we can and that was made very clear. >> brown: house speaker john boehner aides said if the senate passes a bill the house will take it up and either accept or amend it and a short time ago president obama appeared in the white house briefing room with a statement. here is some of what he said. >> we had a constructive meeting today. senator

majority leader harry reid and mitch mcconnell on the senate floor. first, an update on where negotiations stand after the meeting between president and congressional leaders at the white house. >> steven dennis joins us from the role call as a white house reporter. stephen, how did the meeting between the president and congressional leaders go? >> i think it was a meeting where they may be set the framework for getting a short- term deal to avert tax increases for most americans, extend unemployment benefits, and maybe take care of a few other small things. at this point, it is a race against the clock and it is up to harry reid and mitch mcconnell and the senate to see if they can have a bipartisan compromise. the president said if he cannot come up with something in the next couple days, he wants harry reid to bring a bill to the floor that would do with the president wants to do, which is tax increases, extend unemployment benefits, etcetera, at least get a vote on it. harry reid has announced that he will prepare that bill and in the meantime he is trying to reach agreement with mccon

reid. and what he may be able to strike to get at least some republican support. >> house republicans voted pass the tax cut and automatic cut to defense and domestic program starting in the new year. so they shifted the focus for the need for majority leader harry reid and the senate democrats to do something. >> the way the senate is fon functionm right now, not even bringing the bills upper committee is frustrating to those of us in the house that are doing the work that has to be done. if senate wants to resolution, the senate has to actually pass something on this. we have done our work. senate has to respond. >> challenge is determining what passed the republican-led house and democrat-controlled senate. fiscal conservatives say a smaller stop gap measure to avoid the cliff won't work. >> if we, in fact, do not use this period of time before right now, deal with the bigger issue and entitlements, if we just continue to kick the can down the road. the market will respond in a more permanent and negative way to our inaction. >> one thing leading republicans and democrats seem to a

and the agreement is going down. i mean, for example, senate majority leader harry reid is name calling and calling john boehner a dictator . this is what he had to say. >> the american people i don't think the house representative is operating without the house of representative. it is being operated with a dictatorship of the speaker not allowing the vast majority of the house and representatives to get what they want. >> that sounds ridiculous f. it was a dictatorship boehner would have gotten that vote and he couldn' get the vote. what we should do honestly guys, is swan dive ov the fiscal cliff. let president obama own the fiscal cliff. it should be called the obama cliff. >> julia: people know how much they would have to pay. folks on the man on the street interviews . people are looking at the numbers going what. >> kelly: in today's meeting should be a crucial meet the white house should have come with its plan and boehner should have come with a plan and senator reid should come with a plan but senator reid is name call speaker of the house john boehner giving retaliation of what is done .

, and joining me today, jonathan chait, joy reid, new york times political reporter nicolas and catherine crier. christmas break is already over for president obama. he's flying back to washington tonight and aides say he's ready for a deal. it's not clear whether this trip is a sign of compromises to come or another display of theater showing the president is willing to work even as his opponents skip town. meanwhile, though, americans are growing skeptical. in the last week alone, gallup found a 15-point drop in the number of americans who think congress will negotiate a deal on the fiscal cliff. that's not all, holiday spending also hit its lowest rate since the 2008 recession, which retailers are blaming on the uncertainty in washington. so where do we go from here? well, since the house failed to get a vote on the tax package last week, all eyes are on the senate. a temporary deal that would basically extend all the tax cuts for those making under a quarter million. the deal would also rescue long-term unemployment benefits and instead of addressing those automatic spending cuts we've all

reid today, but still there is no deal. the president took to the podium late this afternoon to explain the next step. >> in the next few days, i've asked leaders of congress to work towards a package that prevents a tax hike on middle class americans, protects unemployment insurance for 2 million americans and lays the groundwork for further work on both growth and deficit reduction. that's an achievable goal. that can get done in ten days. >> you know, president obama today could have come out, and he could have just punched boehner right in the nose. he could have come out and kicked the guy today when he was politically down. but the president came out today with a demeanor of, hey, let's do a deal. it was a rough night at the office, but let's not give up on this. president obama has gone back to the basics. the days of the grand bargain he knows are over. but the president wants an extension on tax cuts for income below $250,000, as well as extended unemployment benefits. what's wrong with that? spending cuts can be dealt with later on in the future. and, of course, as luck would

the cliff. that's where senate majority leader harry reid says we're headed. can washington save us with just five days to go? >>> plus, a proposal to give guns to school principals is gaining support. we're "outfront" with an arizona sheriff who's backing that plan. >>> and the 2012 election was all about viral videos, tonight we're counting down our favorite political video of the year. let's go "outfront." >>> i'm john avalon in for erin burnett. "outfront" tonight, a stark warning from capitol hill. senate majority leader harry reid says we're all headed for fiscal disaster. >> if we go over the cliff, and it looks like that's where we're headed, mr. president, the house of representatives, as we speak, with four days left before the first of the year, aren't here. >> we're now told the house will finally return to work on sunday. now, that's december 30th. in other words, less than 48 hours before we go over the fiscal cliff. meanwhile, president obama cut his hawaii vacation short to return to washington today. but has he been working on a deal? "outfront" tonight, reports fro

met with harry reid at the white house and spoke with house speaker john boehner. mr. obama said lawmakers need a break from fiscal cliff frustration-- much of it self- induced. >> we move forward together or we don't move forward at all so as we leave town for a few days to be with our families for the holidays, i hope it gives everybody some perspective. >> reporter: the president will follow his own advice. lawmakers and return to washington if there is a deal. >> pelley: major, thank you. as you know, this debate is all about bringing the federal budget under control. if the white house and congress can't figure it out, big across- the-board budget cuts and those tax increases we mentioned kick in automatically january 1. the so-called fiscal cliff. the republican speaker of the house tried to force through his solution last night but he couldn't keep his own party in line. nancy cordes is at the capitol. nancy? >> reporter: scott, this was an unforced error. speaker boehner did not have to bring this plan "b" bill up but he was simply trying to get more leverage in negotiati

negotiations, whether the president, senator reid or others in about a month, around thanksgiving. with the democrats not reaching out to senator mcconnell for a month, doesn't seem like they have been pushing very hard for a deal, gregg. gregg: has the bickering between reid and boehner sort of poisoned the negotiations past the point that, you know, maybe this meeting will help at all? >> reporter: it may have because it's really, we've seen tensions escalate ever since before christmas when john boehner was not able to get a deal through the house where he has a very strong republican majority. he had a rebellion amongst some of his fellow conservatives. that is what held it up. senator harry reid as you say was very rough going directly after boehner yesterday. take a listen. >> the american people i don't think understand the house of representatives is operating without the house of representatives. it's being operated with a dictatorship of the speaker, not allowing the vast majority of the house of representatives to get what they want. >> reporter: the word dictatorship n

. senate majority leader harry reid says we're all headed for fiscal disaster. >> if we go over the cliff, and it looks like that's where we're headed, mr. president, the house of representatives, as we speak, with four days left before the first of the year, aren't here. >> we're now told the house will finally return to work on sunday. now, that's december 30th. in other words, less than 48 hours before we go over the fiscal cliff. meanwhile, president obama cut his hawaii vacation short to return to washington today. but has he been working on a deal? "outfront" tonight, reports from both ends of pennsylvania avenue. chief white house correspondent, jessica yellin, and senior congressional correspondent, dana bash. jessica, first, to you, the president's back in washington, wheels down. he left his christmas vacation early. but was this just a bit of showmanship, or has he been working on something specific? >> reporter: hey, john. well, today has been a bit of a quiet day here at the white house. publicly, the president has been scarce, no sign of him. behind closed doors, i'm told a

sent a letter to the honorable harry reid majority leader. and that's where he outline it is fact that in three business days, the summit government is going to run out of borrowing capacity. john, if there were a treasurer in a business who went to their boss and said by the way, three business days, the working capital account dies and as a result, you are not going to make payroll next week, that person would be fired. we get three days notice about hitting the debt ceiling? that seems absurd to me. >> it is not a surprise.rise we have known we were coming to this point and there are two months more -- geithner estimated in that letter that the ways in which the federal government can manage money will give about would months worth of head room, possibly even longer. february or march or -- where we really get to the -- rubber hits the road on that issue. so -- this is not a shock to anybody in government but the publication of this letter and the elevation of the issues in attempt was done in 2011. there was an early moatfication by treasury this was about to happen, trying to

and will not be done with a partisan vote. >> holman: senate majority leader harry reid agreed with that assessment, but he suggested there's a way to recover. >> now, i like john boehner, but gee whiz, this is pretty big political battering he's taken. what he should do is allow a vote in the house of representatives on a bipartisan bill. it will pass. >> holman: the president met this afternoon with reid and spoke with boehner, then came to the white house briefing room. >> in the next few days work towards a package that avoids tax hike on mid class, >> and lays the groundwork for further work on both growth and deficit reduction. that's an achievable goal. that can get done in ten days. >> bayne never >> holman: in his appearance earlier, boehner, flanked by majority leader eric cantor, sounded doubtful, but said he's willing to try. >> how we get there, god only knows. all i'm telling you is that eric and i, and our team here are committed to working with our colleagues on both sides of the aisle, both sides of the capitol, and the white house to address that. >> holman: still, as the capitol

taxes. to do that on something that would be symbolic, harry reid saying it would not be taken up in the senate, the president said he would veto it, i think that was a bridge too far. >> did everyone see the abraham lincoln movie, the wheeling and dealing that had to be done? >> and it was done in a lame- duck session. >> in the good old days, some of us remember, you could punish people. i am taking away the bridge, you are not going to get that school or library. nobody wants to bring home the bacon anymore. >> let us remember -- >> the decrease in corruption has truly been harmful to the nation. you cannot get business done. >> let us remember that during the crash of 2007, 2008, in the end, it was the democrats under nancy pelosi who bailed out president bush. it was the republican secretary of the treasury who literally got down on his knees to hurt because he needed her to bring home the vote. she was able to do that. >> abolish bribery in the house and it grinds to a halt. >> see? ok. 26 people dead in a connecticut elementary school. what to do about guns. >> since friday

at the white house the president meets with all the key congressional leaders, top democrats harry reid and nancy pelosi leading republicans mitch mcconnell and john boehner. no deal can be reached in past without their cooperation. with the meeting comes a glimmer of hope. in the past all the ifisical cliff talks meetings like this have been the least productive of all. whether he meant to or not the senate majority leader may have spoken for a nation exhausted by seemingly endless fiscal cliff negotiations. >> what's going on here? >> reporter: what indeed. president obama returned to the white house in a grim mood. he met with no congressional leaders and said nothing about his efforts to avert the fiscal cliff, talks continue between senior white house and congressional staff, but that's been true throughout this entire saga. with the deadline looming there were dire predictions. >> come the first of this year americans will have less income than they have today. >> reporter: and recriminations. >> now republicans have bent over backwards. we stepped way, way ou

, and as of this moment has no plans to be in session for the end of the year. nothing is stirring, not even harry reid. yes, i'm still in the christmas spirit. the president meanwhile is in hawaii and won't be returning until tomorrow. now, normally nothing happening would not be big news in washington. nothing happening is kind of the status quo in washington. getting nothing done is to our political system as saying great is to tony the tiger. it's just kind of what we do now. right now, this week, nothing happening is huge news. the reason is that usually when washington doesn't do anything nothing happens. you do nothing, nothing happens. that's how it goes. in fact that's why people call it doing nothing. after you do it, nothing occurs. if washington doesn't do something, a lot happens. all the bush tax cuts expire, the payroll tax cuts expire. doctors participating in medicare, see their reimbursements cut by more than 25%. good luck getting a doctor then. more than a trillion dollars in spending cuts are triggered. the economy probably falls back into recession, and merry christmas and happy n

. >> clayton: they all said the same thing. presidential meeting with the leaders yesterday. harry reid. >> juliet: vice president showed up. >> clayton: they must have been all on the same table hey whether we lee this table we will say modestly optimistic. listen to senator mitch mcconnell who may be the linchpin of this whole thing. he said i will take the ball and run with it in the senate. get a deal done. listen to the senator. >> we had a good meeting at the white house. we are engaged in discussions the majority leader and myself and the white house in the hopes that we can come forward sunday and have a recommendation that i can make to my conference and the majority leader can make to his conference. we will be working hard to see if we can get there in the next 24 hours. so i'm hopeful and optimistic. >> charles krauthammer calling him a master negotiator. saying if it were left up to him he could solve the syrian civil war in a weekend. >> dave: he can get it done but there is still john boehner and the house republicans. i'm not modestly optimistic. anything through the hou

of incompetent this morning. >> yeah. >> senator reid used a phrase that has nothing to do with being a republican or democrat at this stage, i don't think, for a lot of people. the phrase he used is the american people don't understand blah, blah, blah what's going on. the american people i would submit don't understand how these people cannot do their jobs that they're elected to. so i'm wondering what's your take on what's going on in washington? you're sitting in washington. >> right. the at least we have bipartisan agreement it's all nuts, right? everyone agrees this is ridiculous and in spite of what they say, they've been talking about it for months and years and there was ample talk about what a framework should be through the election, which wasn't that long ago. there's plenty of debate. to tie the two stories we have been talking wiabout together, there was a colin powerful doctrine that general schwartzkopf executed so well in the first gulf war. which was have an exit strategy and using overwhelming force. this congress had an exit strategy. they had the idea of overwhelm

baker without thinking about our current leaders. there are contrast. senator reid and senator mcconnell did not create the hyper partisan senate. they inherited it, basically. they certainly have not done anything to reverse the situation. instead it has gotten worse. i think senator mcconnell really bears the special responsibility. he is the architect and the symbol of a policy of absolute obstruction. the obstruction began at the beginning of president obama's presidency. at a time of absolute national economic crisis,it is utterly impossible for me to conceive of senate leaders that i grew up with being as different as it can be from howard baker or any of the great leaders. i think it is contrary to the way that the senate worked when it worked at its best. the senate is supposed to be the national mediator. that is a place where the parties come together and reconcile and not inflame differences. it did not work that way at all in the past -- in a long period of time. the frustration i have the senator mcconnell is number one, he deepened the problem. he has driven the senate to a

temporarily. >> wait a minute, jared. john boehner said it's up to the president and harry reid so are both sides standing at the precipice waiting for each other to make the next move. >> not really. it really is all up to john boehner to decide whether he wants to bring this vote to the house floor. if he doesn't, i would put on either your cliff bungee cord or your cliff parachute and that's actually an important difference. >> we would like a bungee cord and a parachute. >> right. >> but i would like to know maybe we have neither. what do you think happens to the market, matt, in either scenario, deal or no deal? >> i can't imagine we're going to get a deal done with any significance. you know, they are probably going to change it as we go forward so maybe they will let us go over the cliff, the market will crash a little bit. i don't want to say crash as in crash but we could retrace some of the gains and a rough start to 2013 until they finally realize that maybe the large-cap companies could be leading us through the rallies. maybe it will take the stocks back up the latter half of 2

john boehner. he met in person with harry reid, although what the private happened, we don't know. but publicly things sound a lot like they have for the past few weeks. take a listen. >> every member of congress believes that, every democrat, every republican. so there is absolutely no rea n reason, none, not to protect these americans from a tax hike. at the very least, let's agree right now what we already agree on. let's get that done. >> what the president has offered so far simply won't do anything to solve our spending problem and begin to address our nation's crippling debt. instead, he wants more spending, more tax hikes that will hurt our economy. >> bottom line, right now we're hearing a lot less talk about some sort of a grand bargain. and instead, maybe some stopgap measures to give some certainty to americans before that end of the year deadline. randi? >> and is it just the taxes that's holding out the agreement or something more at this point? >> it's hard to know exactly. it seems like the biggest sticking point that we are hearing discussed publicly remains thos

washington without a plan to avoid the fiscal cliff. the president met with harry reid and also spoke with the house speaker. the president said he hoped any deal would include an extension of unemployment insurance and lay the groundwork for a larger deal. this is about seven minutes. >> good afternoon, everybody. for the last few weeks, i have been working with the leaders of both parties on a proposal to get our deficit under control, to avoid tax cuts -- to avoid tax hikes on the middle- class. and to make sure we can spur jobs and economic growth. a balanced proposal that cuts spending, but also ask the wealthiest americans to pay more, a proposal that will strengthen the middle class over the long haul, and our economy over the long haul. in the course of these negotiations, i offered to compromise with republicans in congress. i met them halfway on taxes and more than halfway on spending. today, i am still willing to get a comprehensive package done. i still believe that reducing our deficit is the right thing to do for the long-term health of our economy and the confidence of

to senate leaders harry reid and mitch mcconnell and whether they work out something short of $4 trillion grand bargain. last-minute stop gap. attending tax cut for people making $250,000 or less. and unemployment benefits for 2 million people who will lose the benefits a week after christmas. >> it is going to be a patch. because in four days we can't solve everything. >> yet, other republicans note the president short-term fix raises some taxes, yet punt spending cuts until next year. >> i would vote for revenue, including the tax rate hike though i don't like them to get, to save the country from becoming greece. i'm not going to set aside the $1.2 trillion in cuts. >> if the president does return to washington this week, unclear whether he will come back here to hawaii for new year's with his family. joe lieberman says he expects the senate to be in session on new year's eve, working on a deal down to the wire. >> thank you, ed. markets dropped on shortened day of trading. dow fell 52. s&p 500 lost 3.5. nasdaq down 8.5. might be a blue christmas for retailers. shoppers came out in dro

. there are contrast. senator reid and senator mcconnell did not create the hyper partisan senate. they inherited it, basically. they certainly have not done anything to reverse the situation. instead it has gotten worse. i think senator mcconnell really bears the special responsibility. he is the architect and the symbol of a policy of absolute obstruction. the obstruction began at the beginning of president obama's presidency. it is utterly impossible for me to conceive of senate leaders that i grew up with being as different as it can be from howard baker or any of the great leaders. i think it is contrary to the way that the senate worked when it worked at its best. the senate is supposed to be the national mediator. that is a place where the parties come together and reconcile and not inflame differences. it did not work that way at all in the past -- in a long period of time. the frustration i have the senator mcconnell is number one, he deepened the problem. he has driven the senate to a much lower point. number two, he knows better than that. if you read an interview he did with politico, he

of workers will do to the real estate market. barbara reid foster has been selling property hear for 34 years at golden hill broker. she points out that many chevron workers moved here from lower cost areas and may not be homeowner homeowners. >> ended up renting homes instead of purchasing them. so it has a broad spectrum. it's vacancy on rentals. or vacancy on homes but we have waiting list for rentals. and homes have multiple offers so i don't think we are going to have any issues. >> although it appears the transfer of the 800 job to texas is the end, they hope to the meet with company officials soon they hope they can prevent this from happening again. this is abc 7 news. >>> more to bring enthusiastic friday coming up big parcel of land in the bay area is declared off limits to developers forever. we show where you come up. >> plus it is a very merry christmas indeed for local zoo. incredibly generous donation with no strings attached. >> school principal at team of big smile on boy's nasty smachlts wonderful story. owner of oakland a's makes a promise to the team fans. we

get that done. i just spoke to speaker boehner and met with senator reid. i have asked congress to work on a package that prevents a tax hike on middle-class americans, protect unemployment insurance for 2 million americans, and lays the groundwork for further work on growth and deficit reduction. that is an achievable goal. that can get done in 10 days. once this legislation is agreed to, i expect democrats and republicans to get back to washington and have it passed both chambers. i will immediately signed it into law before january 1 of next year. averting this tax hike is not a democratic or republican responsibility. with their votes, the american people have determined that governing is a shared responsibility between both parties. in this congress, laws can only pass with support from democrats and republicans. and that means nobody gets 100% of what they want. everybody has to give a little bit in a sensible way. we move forward together, or we do not move forward and all. so, as we leave town for a few days to be with our families for the holidays, i hope it gives every

to act. but president obama and 10 eric -- and harry reid believe it is one that can pass both houses. republicans agree. republicans have taken the step in the right direction. they pass legislation to replace this with responsible target it once and to bring our nation record debt under control. instead of considering the house plan to protect taxpayers democrats have spent months drawn partisan lines in the stands. the tax hike would only funds the government for eight days. americans deserve to know what the president proposes we do for the other 357 days a year. inaction should not be a problem. the problems facing our country are baked but not all that complicated. -- are big but not all that complicated. the next two days will begin to define the president's second term. he was elected to lead. >> we also got an update from oulaurie mcginley this morning. >> what kind of a deal did the president offered? what is new on the negotiations among and between the centers in the white house backs -- senators in the white house what is new is the the have seemed to finally agreed they'

out of town until sunday, senate majority leader harry reid admitted a deal seems unlikely. >> i have to be very honest, mr. president, i don't know time wise how it can happen now. >> reporter: in a scathing attack, reid called house speaker john boehner a dictator, and blamed him for letting members stay home with no deal in sight. >> we are here in washington, working. while the members of the house of representatives are out watching movies and watching their kids play soccer and basketball. john boehner seems to care more about keeping his speakership. than about keeping the nation on firm financial footing. >> reporter: the republican leader responded saying it's democrats who failed to lead. >> make no mistake, the only reason the democrats have been trying to deflect attention onto me and my colleagues over the past few weeks, is that they don't have a plan of their own. >> reporter: president obama returned to washington for a last-minute push before leaving vacation in hawaii, he had separate phone conversations with congressional leaders. but it's not clear the talks helped

minutes from now, any moment, they're starting to arrive, we have boehner, pelosi, mcconnell, reid. they're on capitol hill. what can president obama offer that both sides can agree to. >> unfortunately for individual members of the republican house it is to their interest to let tax increases go into effect. that way they won't be viewed as having raised taxes. they can come in and easier to negotiate with them. what the president, what we are hearing about what the president is proposing though, is a small deal to get them through the fiscal cliff so that it avoids some of the implications, some of the more damaging implications for the economy. i don't think the fiscal cliff honestly is really going to have a huge impact. our housing market and labor market remained firm and i think they can survive this. but i do think that though, that if the president does offer this smaller deal i think there's opportunity here, though it is probably slim. heather: that smaller deal, or that plan-c as the president has called it, i guess last friday or we're calling it now plan-c, david, it really
